Today expect the peak temps of 40-42 to be reached at around 3pm    Blipmap shows light winds generally from the S at next to nothing.  Davenport indicated good lift to about 1800 and Green Bay indicated lift to 1000'.  Similar numbers from the blipmap charaterizes a day perfect for scooter tow or powered harness towing.  No doubt there would be some very light boyant lift over town and other areas clear of snow.
